New toll tarrifs for Germany (dec2023 / july2024)

Hi there,

some of you may have noticed the article Predicting new toll prices for Germany on the dev blog or my post on linked in.
At least I've recently been asked several times by partners about how to apply this in PTV xServer2 / PTV xServer2 Internet. Looks like some of you have already tried to evaluate the updated prices for the German National Toll.

Well the answer in the scope of "September 4th, 2023" is:
  • So far this has been activated for PTV Developer.
  • It is a prediction - not an official released tarrif!
  • For xServer2 you have to wait for an update to v2.30 (released but not yet installed) AND a data update (not pushed on the Content Update Service so far). Afaik the update for the engine on PROD is supposed to be completed (*) on september 19th, 2023.

Meanwhile the xServer v2.30 is available on XSI TEST

Whether the required toll data is already available in the map can be checked through Configuration.

In the context of 7.9.2023 the data is NOT YET on test...

Hi Bernd,
There will be a new parameter “CO2emissionclass” for toll calculation.
  • What does that mean exactly for on premise xRoute 1.x?
    Does PTV provide a new version with CO2emissionclass as new parameter in the API? And when?
  • Has xServer 2.30 the COS2emissionclass already in the API?

We are not going to support this new parameter in the xServer 1. The behind the scene data model that xServer 1 use doesn't give us room for quick expansion of the parameters. The tariffs xServer 1 will be using will use class 1 for euro 1 to 5 motors and class 2 for euro 6.

Yes, com.ptvgroup.xserver.vehicleprofile.Engine.co2EmissionClassEU is available in v2.30 (released August 2023). It is still experimental ATM but it is expected to move to the main branch in the next release.

According to the current plan we want to provide the new scenarios for the German National Toll in XServer Internet 2 on september 21st, 2023.

I'll check this with DATA and create a reminder to check the update then...

Some short update from Technical Product Manager regarding this topic.
There is a new detailed toll update available for Germany.
The layers are activated on Content Update Service (CUS) on September 19th, 2023.

Please Note: The layers are only referenced to World City Map 2023.2H and can only be used with this map.
Content information: Electric Vehicles (free of charge) were added.
  • The statement refers to "detailed toll" which is a xServer2 feature and not available through xServer1.
  • This update does NOT refer to the forecast data "German National Toll" so many of you are waiting for! The content reflects the "free of charge" tarifs for the current toll scenarios!
  • Right now (19.9.2023 / 10:45 CEST) the data is not yet replicated into PTV xerver2 INTERNET

Since last week the provisional toll tarrifs for the German National Toll are published on the PTV xServer Internet TEST 2 environment. The data is not yet on PROD !

Feel free to test and report feedback. See some examples below,

Unfortunately Joost is wrong: EURO_6 is not mapped to "CO2-class 2"!

In xServer1 (based on so-called DF5 data format) we are not able to handle the CO2 emission classes.
Therefore we decided to map all prices in DF5 to the "CO2-class 1” in xServer1.
And there are prices for EURO_6 within "CO2-class 1”.
This info is also available through this article from the German Bundestag : Draft (check page 21)

Currently the emission classes 2-4 are only valid for EURO 6 or higher.
But that does not mean that theres no such thing as a “EURO_6 / CO2-class 1”.
The "CO2-class 5" applies for “vehicles without emissions”, e.g. EV or Hybrid (combined electric and hydrogen engine)

There will be another detailed webinar about the toll updates hosted by TollCollect on october, 10th, 2023.

thanks for all the information!
One question from my side - as I understand, in the future, there has to be used a different weight for calculating the toll (sorry, I only found it in german):
Mit der Einführung der CO2-Emissionsklassen ändert sich die Grundlage für die Zuordnung zu einer Gewichtsklasse.
Bisher: Es wird das maximal zulässige Gesamtgewicht herangezogen.
Siehe Zulassungsbescheinigung Teil I Ziffer F2.
Neu ab 1.12.2023: Die technisch zulässige Gesamtmasse der Zugmaschine und gegebenenfalls des Anhängers.
Siehe Zulassungsbescheinigung Teil I Ziffer F1.
Is there a new propery for this kind of weight or how can I make the correct calculation in PTV?

Here's what I receved from PM (Stephan, translated by me):
Currently we consider just one value for the weight and that is the technical legal total weight. There's a backlog item but it's not been prioritized so far. Therefore you'd either experience an inaccurate routing or an inaccurate toll calculation - depending on which weight you assign to the current parameter.
So stay tuned - it stays suspenseful! :lol:

One more statement about this whole topic:

From the statements above you can see that we prepared the forecasts only for the HERE provider map:
  • We didn't prepare these forecasts for TOMTOM and we won't do this.
  • Once the tarrifs are finalized by the German Bundestag we will produce the regular toll updates for both providers, TOMTOM and HERE.
  • Update 25.10.2023: afaik the government has approved this and now after a grace period of 2 weeks the data team will create new data files for TT and HERE.

Hello Bernd,
if I understand it correct, the change of the parameter "co2EmissionClassEU" should result in different amount of toll - correct?
But if I change it in the following request from i.e. "1" to "3" the toll-amount does not change. But if I change the emissionStandardEU the value changes. Additonally the TollOnlyTimeConsideration has no effect either. (changed i.e. from 2022 to 2024)
Am I missunderstanding something?

Here's a sample computed on XServer2 Internet PROD:
in groups of 5 &quot;CO2Emission classes&quot; I iterated over the different EU Emission classes (NONE, EURO_0, EURO_1, ...)
in groups of 5 "CO2Emission classes" I iterated over the different EU Emission classes (NONE, EURO_0, EURO_1, ...)
WIthin a given com.ptvgroup.xserver.vehicleprofile.EmissionStandardEU the toll is equal.

Looks "strange"...

Which environment did you use?

Meanwhile we performed a rollback to the 2023.2H map on the european cluster (XServer2-EU) and the scenario's are ok now:

I calculated some routes in december with xServer Internet and the toll results look good so far.
But.. Is there any update planned before december?
The "co2EmissionClassEU" field is currently experimental.
I would like to avoid connecting the experimental API to a production system.

Hello Alexander,

here's some feedback from Stephan = Product Manager:
We do not plan to change the API but at this stage we can't guarantee as we depend on TollCollect.
The law has been signed this week by the German authorities.
If they decide to change anything at the beginning of November we will have to update the data again.
But with a 95% probability the API is stable...

Here's a quick status update:
  • Our data department is preparing the new toll scenarios for German Detailed toll. If everything works according to the plan then the new scenario files for the 2024.1H map will be available on Nov. 27.
  • But please consider the process: the underlying data has to find it's way into the Layer Delivery Server (LDS) and from there via CUS (Content Update Service) into the xServer / PTV Developer.
  • Right now (14.11.2023 / 15:28) the xServer internet 2 hosts:
So this means: we try to be as quick as possible... but we can't guarantee the road map.

And :
  • The CO2Emission Class property is still "experimental in v2.30"
  • We also work on "stabilizing the parameter": best case it will be "released in v2.31 (available not before end of Nov 2023) - if not: you would need to wait at least till 2024.
