How do we deal Traffic Jams far away from current location?

Hello together,
last week a customer asked me about how we approach the following scenario:
Besides the geographic position a traffic event also has a validity period, e.g.
So what we can consider during the route calculation is the conditions on the street expected in the context of the validity period. That's great!
This means: if the traffic event in Frankfurt is expected to be valid between 10:00 and 12:00 and the driver is hundreds of kilometers away during this period we will not treat the streets as blocked.

- he wants to monitor a long distance route, e.g. from Hamburg to Frankfurt (about 500km, 6:30 regular period + 0:45 break)
- the driver starts the trip 10:00 in Hamburg
- at this moment there is a severe traffic jam in the region of Frankfurt on the static route - about 450km away from the trucks current position
- QUESTION: does Drive&Arrive consider the blocking in the route? IN other words: is there a delay being part of the route even if the traffic jam does no longer exists when the truck is near Frankfurt?

- only a few hours in case of a temporary event (car accident which is resolved quickly)
- several weeks in case of road construction based blockings
So what we can consider during the route calculation is the conditions on the street expected in the context of the validity period. That's great!
This means: if the traffic event in Frankfurt is expected to be valid between 10:00 and 12:00 and the driver is hundreds of kilometers away during this period we will not treat the streets as blocked.
