- The recommendation is to work WITH the inputplan. And only with that single tour. Otherwise you risk that the sectionID is considered but the stops could be inserted into other tours (which is valid).
- It doesn’t make any difference whether you use MergeSavings or Insertion then: Both take care of the restrictions.
- Savings isn’t meaningful because it can’t insert in between the existing stops. It would insert the new stop at the beginning or at the end. This could work with an empty input plan but Savings doesn’t consider this (tour section) in a goal oriented way. So it could happen that the original tour isn’t rebuild in the same way as it was created before.
